XF 2.1 REST API Support

Please add support for the XF 2.1 REST API and add API endpoints to VW.
What would be the major one for me is to be able to:

Pull in data from wikidata & mediawiki wikibase.
Connect & sync 2 VW installations

Also consider how this would enable us to program wiki bots (like media wiki).

They're very useful for things like placing items in moderation queues based on content etc
