Issue: New attachments with "Automatically parse links in text" unchecked

From issue 5048:
For new attachments (created in 4.0.18) the "Automatically parse links in text" option shows up in an unchecked state when editing the attachment. Checking the option works fine and removes the option from future attachment edits. So it would seem as though auto-parsing links is not automatically checked at the time an attachment is created.

I've spotted two instances of this occuring (of the two new attachments I checked). One of those was from me using the "Insert [FILE] tags" -> "File Browser" -> "+ New Attachment" method while editing a different wiki page. but the other was from a different person so I can't say whether it was created the same way or directly via /path/to/wiki/?do=create&itemtypeid=16.
