Allow setting the edit reason of a page as a required field

Hello,

I want to force my users to enter an edit reason for any page they edit. For that, a new permission would be neat that enables to enfore or bypass this requirement.

This has been treated as a regression from VaultWiki 3, where this was possible. In the next release, we have restored this functionality as a per-area setting.
