Issue: Table of contents displays inside template if template is first item on page (e.g. Info Box)

The default position for the Table of Contents renders inside a template, if the template is the first thing included on a page. This can result in unwanted odd looking pages in some situations like the one I am experiencing with a Wikipedia-inspired Info Box.

In my opinion the table of contents should totally ignore the contents of the template bbcode.

Using the [toc.][/toc.] bbcode offers a workaround to this problem but this isn't a good solution if high-use templates like an Info Box are the first thing on many pages.
