Missing phrases: Category permission "vwphrase vw_category_plural_no_s" in Xenforo Admin CP, "vw_import_complete_title" in import screen

Since updating to 4.0.17 (PL1) from 4.0.16, the area permission screen is not parsing the category phrase "vwphrase vw_category_plural_no_s".

Also related, phrase "vw_import_complete_title" also doesn't display properly at the end of importing wiki data.

The category phrase was reported first here: https://www.vaultwiki.org/issues/4971/

The vw_import_complete_title has been fixed in the heading of the popup at the end of the import. It was displaying correctly in the progress window, but not the popup.

Cheers, #4971 "vault/core/view/cp/permission/category/" directory remove instructions fixed the category phrasing error.
