This issue was first reported here: https://www.vaultwiki.org/issues/4919/
The phrase is actually not missing, but due to the fact that HTML streaming is used in the importer, the timing to replace the phrase was missed (XenForo likes to look up and insert all phrases at once). This is fixed in the next release by forcing phrase replacements to occur every time the buffer flushes.
