Issue: All Forums set to Header=Off When First Installed

I've come across a pain of a problem, not sure it's a bug, but it fits closest to that Issue type.

When installed, all forums are set to include headers. When Registered Users are set to allow editing, this includes editing the headers, not something I'd personally like. Since they are all set to include headers, it's a pain to have to either go through and turn it off, or protect each article, which means creating them all.

Either set them to off on install, or allow seperate permissions for headers.
