      If content type is turned Off user gets no permission error

      If a content type is turned off, then the content type still shows in the subnavigation (recent changes / special pages)
      This should not happen.
      If the user clicks on those link he gets an error stating the user lacks usergroup permissions. But this is not true and leads us looking in the wrong place.
      Also it should be possible to deactivate specific special pages without turning off recent changes.

      Fixed in the next release. When the Special type is enabled/disabled via the AdminCP, this will now clear the navbar cache.
