Add the ability to hide "No content in this area" completely

Due to the point that the most people may not notice it anyway.
And the information may not that important.
Consider a option to hide/disable it globally. -> saves space

-> If you are using area with sub areas (and the area have no content)

It only appears if you have permission to put content there. Users who don't have permission don't see it.
