Drop-Down Always Appears

It's really annoying when I want to go to the Special page list, but I have to click into the wiki first just to see the dropdown where it's listed. Why can't we show the drop-down all the time?

Updated for the next build. The dropdown should now always appear. If we are not currently in a forum, it defaults to the default wiki forum for the "list" and "post new article" links.
