Issue: Add Attachment Page Content When Uploading Via Editor

When you upload a new attachment while editing/creating a new page, there's no option to add content to that attachment's page. I think it would be helpful to at least add a plain textbox so that simple content/information can be easily added at the time of uploading that file.

For example, on the site I'm setting up I plan to require that anybody who uploads an image include source/credit information on that attachment's page. But when uploading through the editor, it's very easy to forget to do that, since they're unable to at the time of uploading.
