Class 'vw_Hard_Core' not found

As I encountered this bug repeatedly: https://www.vaultwiki.org/issues/4359/
I disabled VW to be able to do some other things. But disabling VW resulted in this error:

Fatal error: Class 'vw_Hard_Core' not found in /library/XenCentral/MultiSite/Hooks.php on line 59

I tried to re- enable but my site is completely broken now. All urls including acp show a blank page with this fatal error

As it is a matter of one error leading to another I am reporting it here.

It sounds like /library/XenCentral/MultiSite/Hooks.php (read: XenCentral) has detected a VaultWiki installation but doesn't check that vw_Hard_Core exists with the following check before attempting to execute VaultWiki code:

The "false" is really important.
