Moderation queue double entry

Hi,
now that moderation queue is working another bug is there:
Editing a site there are two email-notifications and two "edits" in the queue. Why there are two items in the queue?

Fixed in the next release.

This occurred because the index node gets moderator notifications for 2 keys: indextypeid+indexid AND 0+0
Instead, when creating the notifications, the code must treat both of these keys as if they are identical.
