No permissions to upload images for admin

I'm logged as admin and cannot upload images

I'll try to upload one new image to the Images area and I get error on uploading a jpg image

And when I'll try to edit the images area I receive a database error.

You must include the error messages in your report. I don't have any issues uploading images here.

the file is M-90f4-dd.jpg (any other JPG file)

And If I try to edit something on the admin page I get "Database Error"

The permissions for attachments are set to no !!! and If I try to grant permissions for Admin I get the error:

Could not find phrase 'vw_permission_already_exist'.

And the permissions are not granted

What is the actual database error message? "Database error" is just the kind of error; it could mean anything.

I cannot reproduce this problem at all.
When I edit something on the admin page, it saves successfully.
When I change attachment permissions for my admin group, it saves successfully.
