Regression: Can't Create Area Based on Area

In VaultWiki 3, it was possible to create a new wiki forum by using a "Create Based On" option to copy most settings and permissions from an existing forum when creating the new one.

This function is missing from VaultWiki 4, so it's somewhat slower to create new areas.

Fixed in the next release (4.0.9).

There is now a new control next to areas in the Area Manager for creating a new area based on that area.

This control has the following effects:
- Many settings are pre-filled in the form using the settings from the existing area.
- In most cases, moderators and custom permissions for the existing area are copied to the new area. Since a child area would inherit the parent's permissions anyway, no permissions are copied in that case. This is an improvement over the default vBulletin behavior when copying forums, which duplicates permissions even if they would be the same.
