Missing phrases in admincp

There are various missing phrases in admincp. These need to be replaced by normal words, so that VW customers understand what functions are for. Example:
vw_counter_editcount_title
vw_counter_editcount_desc
vw_counter_url_title
vw_counter_url_desc

Removed the editcount builder, since it didn't even rebuild the expected counters, and there is little use in rebuilding the actually affected counters.

Added phrases for vw_counter_url_* in the next release, as that can occasionally be a useful function.
