Blank Moderator Notifications

When a moderator is subscribed to email notifications of moderated content, any such emails arrive with a blank subject line and blank body. The only hint as to what email even is for is by looking at the From headers, which only say what web site sent the message.

Fixed in the next release. The phrases for moderator notifications were missing.
