Wiki Notice Criteria

In both vBulletin and XenForo, there is a Notices system for displaying important messages on the forum, based on various criteria. It would be particularly useful to display certain notices in the wiki and even specific wiki areas.

Implemented in the next release. We needed this for something we were doing in-house.
