DIV and SPAN should be enabled by default

During a new installation, the DIV and SPAN BB-Codes default to disabled. These are very useful for building well-designed wiki pages and should be enabled by default.

Fixed in the next release. Note that existing installations would still have to enable the tags manually, because the upgrade script has no way to know if the tags were disabled intentionally.
