Issue: Possible to Delete Special Pages

It's possible that Special pages can appear in the URL Conflicts list, if for example, someone creates a page with the Special prefix and the same name in a different wiki software, then imports it, or if the Special prefix is changed at any point.

Special pages cannot be renamed or removed in this way. It would be best if no controls were offered to modify them, and force the admin to rename the offending non-Special page.

Allowing Special pages to be deleted in this way may encourage the admin to do so, and Special pages are not currently recoverable on future upgrades. This presents an opportunity for data loss.
