VW3 Import from Same DB Doesn't Preserve Forum Settings

When VaultWiki 3 is imported into VaultWiki 4 from the same database, forum IDs should match 1:1 on non-wiki forums. Therefore, the existing values for "Enable autolinking in this forum" and "Enable forum headers in this forum" should be copied to the corresponding VW4 settings so that autolinking and integrations in non-wiki posts can continue working without requiring admins to reactivate them.
