System is Deletable

Even though it was designed not to be deletable, apparently the option to delete it in the Admin Panel still works, and some users have gone ahead and done just that. This will lead to database errors in future upgrades, so now the upgrade script has to detect missing System areas and replace them.

Fixed in the next release. The upgrade script will recreate the system area if it's missing.
