Issue: VW options in ACP should indicate these are VW options

Fixed the phrases for the next release so that the settings can be identified from the platform's options admin tool. However, VaultWiki settings should NOT be modified using the forum platform's settings admin tool, because many of the settings affect other data that needs to be rebuilt, something that only happens if the action was applied in the VW Admin context.

Due to this caveat, currently these options have Display Order = 0, which is designed to make them visible only in Debug Mode in vBulletin.
In XenForo too, they only appear in Debug Mode, but it seems XenForo still allows Debug-only options to be ordered.

This has been fixed for the next release. Unfortunately, though, XenForo still requires that an arbitrary order number be chosen rather than having the "V" in VaultWiki appear alphabetically. So the settings may or may not appear in an expected location in the list.
