Remove IE8 Support

Since Internet Explorer 8 and lower are now all End of Life, no longer supported by Microsoft, and now used by less than 3% of the world, we should remove the extra code that appeases these browsers, if only to save on file and transfer sizes.

After some file content searches, it looks like this is already done. The only part of VaultWiki that seemed to still have IE8 support was the Admin Panel.
