Issue: Re-Factor Cart / Members Area

To make it easier to add new products, services, payment gateways, and to make the cart and members area work agnostic of the forum platform, rewrite arsenal.php, licenses.php, members.php, and related class structures so that they are VaultWiki 4 code based, rather than vBulletin-based, and so that products, services, and gateways are written as children of various primitives.

Note that work in this regard was started in early December, but had to be postponed due to the server compromise, and was then shelved for a couple of months to maintain a reliable VaultWiki release schedule. Work on this front has been able to continue over the past few days since the release of Gamma 5.

The completion of this is particularly important to the financial success of the company, as it would allow for more control over pricing and payment structures without requiring massive code changes (and developer attention) whenever such an idea is implemented.
