Issue: Contrib Link w/ No Permission

In some places, users can see a link to the Special:Contributions page even when they do not have sufficient permissions to view that page. Clicking on the link would give them the permissions error, but it would be less annoying for them if they were not taunted by the link.

Updated the History tab, History's revision comparison, and Special:Recentchanges, which were the 3 cases of this I was able to find.
