Members Tab for All!

1. Allow access to the Members tab for all email-confirmed users.
2. Allow downloading VaultWiki Lite for free via the Members Area.
3. Allow users to purchase Install Service, Upgrade Service for Lite.
4. Provide a Branding Removal option that is compatible with Lite.
5. Provide a Nag Removal option for Lite.
6. Provide an "Upgrade to Premium" option for Lite.

This will allow for greater monetization for the Lite version if we provide paid services for it.

1-4 complete (not yet public). Still need 5 & 6. Also would need to update the License Agreement to reflect the additional download location and the new branding options for Lite.

Marking as complete. This can be enabled once Gamma 5 is released, since previous versions don't support the Nag Removal option.
