Common Special Pages Should Be Cached

Some Special pages are linked on every single wiki page, and some forum pages. These Special pages should be added to a datastore cache to avoid querying the database on every request just to generate the same links.

Fixed in the next release. This reduces 1 query on most wiki pages on vBulletin, and 1 query on almost all forum pages on XenForo.
