usergroups without permission get vw_wiki_disabled_error

Instead they should see: 'Your usergroup does not have permission to view our wiki'
or: 'Your usergroup does not have permission to view this wiki category'

If the Site Config setting "Wiki Active" is set to "No", then all users will receive "vw_wiki_disabled_error" regardless of their permission level. Only admin-group users bypass this message. There is no real reason to query the database for permissions in this case. It's just a waste of a query.
