Permissions trouble with Special:Search

missing & extra checks

The main search page (viewed when not specifying an article title) shows a no permission error when users are not allowed to view the Special:Search page.

The "Advanced Search" in the Search Wiki section of the navbar search dropdown appears even if the user does not have permission to use the Advanced Search (Special:Search) page.

Fixed for the next build.
