Issue: URL Conflicts Gives Option to Delete Areas

When two or more nodes have the same URL, and at least one of them is an area, the management page for that conflict gives a form option to delete the area variant, even though the backend code will silently refuse to do this.

However, I believe that certain root-types (area and group) should be removable by this form. Only the wiki index should not be removable. In the case of unremovable types, the option should simply not be offered.
