New Edits Aren't Being Counted

When modifying a page with a countable edit, the page's editcount field doesn't increase.

Fixed the core issue for the next release. Also needs an upgrade script to fix edit counts, as well as a new admin page for updating counts if necessary.

Marked as fixed in the next release. The original bug is fixed and the upgrade script patches existing data. Any changes to manual counter builders should be handled as feature requests.
