      Add usergroup permission: can change title

      Vaulwiki always had very weird behavior when changing the title of an article. Therefore its important to restrict this functionality. But usergroup permissions do not have any such permission. Please add this because its causing issues with articles having erroneous urls.

      There is already a permission for this. "Can rename X?" appears for all permissions groups that relate to rename-able node-types. The index and areas cannot be renamed (except by Admin Panel) so there is no permission under those groups.
