Issue: Impossible to Approve Pending Edits

The permissions to approve new edits always evaluate to false, so the "approve" option is never displayed. This is because we check for both visible != 1 and visible = 1 as criteria in the same method chain, and also because the extreme dates are incorrect when pending edits exist. Additionally, if you manually entered the approval URL and bypassed the permissions check by commenting out the appropriate line, you would get hit by a fatal error because vw_UI_Revision_View that the inline-mod system looks for does not exist.
