Issue: Ghost edits When one is Pending

When a page has a pending edit, it's still possible to submit new edits via the Edit tab. However, the newer edits go into limbo as the last pending edit was never handled. This only applies for the Windex, Areas, and Group pages. All other page types check for pending edits like they should.

Fixed in the next release. Until the feature to edit pending edits is implemented, it will no longer be possible to access the Edit tab while one is still pending.
