Issue: Page Not Visible When Area is Hidden

There is a special case when 1) "Can view area?" is set to No, but 2) "Can view area contents?" is set to Yes. While 1 is set, normally we expect that the area is forbidden and the contents are also forbidden. However, it may just be that the admin doesn't want the users to have direct access to the area page itself, but any content therein is still fair game.

This would offer additional protection over simply setting the area Display Order to 0, which would hide the area page but allow the user to still view it by clicking links or knowing the URL. However, additionally, a Display Order of 0 does not have the desired effect. The area is still visible while browsing parent areas or the index.
