Email Notifications Broken

Instant email notifications are not working correctly (the phrases are all missing). Instant or cron, updates to categories or the main index will also not send out emails. Additionally, the way instant emails are currently implemented does not use the cross-platform design laid out in vw_Email_Model.

Fixed for Alpha 2.
