      Resolving URLs w/ UTF-8

      Some URLs with UTF-8 characters are not resolving correctly. Some examples:
      https://www.vaultwiki.org/demo/пампарам

      Also, full paths are being used for Island pages, when only the ID should be used.

      Characters outside of the ASCII range need to be urldecoded before they can be interpreted by PHP. While urldecode is automatically applied to query variables, it is not automatically applied to $_SERVER path-related variables. The ::get_url() method had to be updated to always apply urldecode to non-query parts of the URL.

      Looking into islands now.

      It seems islands were not properly imported. The importer expected islands to have namespace ID = 0, but this was changed in more recent times because of database restores not automatically treating ID = 0 well. I have updated the importer to accept both the Island ID and 0 as acceptable namespace IDs for Island pages in the future. For now, our islands were imported as regular pages. I may or may not write a small script to convert them. I'm supposed to be on vacation right now.

      Fixed an issue where islands whose titles match a non-island title could not be saved, and one where their titles were blank where they appeared in a page list. Converted the pages mentioned in the previous post to the correct item type (island). Otherwise, Island pages appear to be functioning properly.
