Cron Jobs

While some of the code is already present (but not all), currently cron jobs are not running:
- View totaling
- Subscription mailing
- Attachment cleanup
- Search cleanup

Totaling and clean-up cron jobs are now running.

The subscription cron needs to be mostly rewritten, since it was last updated before the page Stack was introduced. Not sure if I will have time to get to this before we go on break through next week.
