Comment new articles?

What?

When a user is not allowed to post new articles, the forum rules say they "are not allowed to comment new articles." However, below that, they may very well have permission to "post comments." So it is misleading on that end and confusing if it refers to not being able to create articles.

This was a conflict with the thread(s)->article(s)/post(s)->comment(s) phrase rewriter. Changed the phrase to "You may not create new articles."
