      Setting to Opt Blocks In/Out of the Randomizer

      Add a setting to the Block Manager for each block to opt them in or out of the Block Randomizer. This would give admins a bit more flexibility if they wanted to see Flesch-Kincaid all the time or only wanted to see Similar Content sometimes. Only some types of blocks should be random-able though. It wouldn't make sense for the Search box to be random, among others.

      The following settings are needed:
      - random (default: false)
      - position (default: middle)

      The following fixed fields are needed:
      - wrapped (default: true)

      The current sidebar construction in UI/Stack needs to be refactored, and the blocks contained therein need to be moved to their own classes in the appropriate Block directories.

      A new admin setting needs to be added:
      - Maximum Random Sidebar Blocks (default: 1)
      If a sidebar block appears randomly, show no more than this number of such blocks on each page load. Blocks that don't appear randomly are unaffected by this setting.

      Note that any custom blocks might have to be partially rewritten so that they appear on the correct pages.
