Deprecated hook global_setup_complete

Hook is deprecated

I was checking all of our add-ons for this hook location...

Low priority, but it would be worth changing to the new hook global_bootstrap_complete

Thanks, but since we're still supporting 4.0.0 Beta 1 < vB < 4.0.2 as well, we can't remove this plugin for now. It will be unneeded in VaultWiki 4 anyway. If vBulletin completely removes this location before VaultWiki 4 is released, please petition this issue.

Yes, removed in 4.0.0 Alpha 1. Marked as fixed.
