      Prefix Permissions

      Prefix choices when creating articles should be defined in sets on a per-area basis, and each prefix should have default and per-area permissions on whether it can be selected in that area. If a user doesn't have permission to use any Prefix in an area's prefix set, the user does not have permission to create content in that area, and they don't have permission to rename existing content in that area.

      There's not really a point in allowing some usergroups to use prefixes or not. If we wanted to do that, only make that prefix usable in areas where the user can't post. However, I have gone ahead and added the "Allowed Prefixes in this Area" setting to the Area Manager.
