Glitch in forum permissions

Forum permissions stop working until refreshed

I'm not sure why this is happening, I'm at a loss. At random points in time, a forum's permissions will stop working. I will go and check the permissions and nothing will have changed. In order to get them to start working again, I have to click "save" on the permissions. I don't have to change anything, I just click "save" and they start working again.
