Counter Admin

While we had a "Wiki Maintenance" section in VaultWiki 3 for counters, I'm having a hard time thinking of counters that may need updating, or that are constructed simply enough to be updated in such a way...

For now:
- syntax conversion should be moved to Imp/Ex.
- clear wiki page cache
- clear wiki comment cache

We'll add more counter builders as they become necessary.
