Integration Manager

Add an Integration Manager. For now, support one type of integration: displaying wiki areas in the forum list. Additionally, create the additional code that would be needed to fetch the relevant integrations. This is needed for emulation of VaultWiki 3 behavior, where wiki areas were actually forums.

Completed the Integration Manager, or at least its most basic form needed for backwards-compatibility in 4.0.0 Alpha 1. Fetching not included, will be updated when we update plugins on the final pass.
