URL Manager

Update the URL Manager to use the new admin interface. Additionally, remove support for multiple languages for replacements. Just use one set of replacements since language is unknown for incoming links. While it's unlikely that URLs will need rebuilding, URL replacements and conflict management (especially after upgrading) are still relevant.

Completed Replacement Manager. On to the second part of the split, the Conflict Manager.

Completed Conflict Manager. Both are now updated for 4.0.0 Alpha 1.
