Send PM to author with reason why edit was denied.

When a moderator denies an edit, the author has no clue what happened. The member should receive an automatic notification that the edit was received.
To clarify why the edit was denied, the moderator should be able to enter a reason and this reason should be included in the notification PM.

The difference is that the moderator should be able to add a reason why the edit was denied.
