Wiki-Related User Options

A separate issue to track completion of wiki-related user options, which can't be done until plugins are updated. The following user options need handling:
- auto-subscribe options
- moderator options

In progress. After the past 2-3 days, it is now possible to manage Wiki Subscriptions through the UserCP. Will add a Preferences link and close this issue after lunch.

Completed for 4.0.0 Alpha 1. Other settings can easily be added as needed when we get to those feature requests.
