Fix 3D Category Directory

The current Category implementation uses a 3D directory structure to construct the list of items. This is difficult to maintain and for mods to code for. Use a similar proxy system to subscriptions.

Since we need to code a similar system for Groups, may as well write a generic item bit fetcher/creator, and update both category and area directories to take advantage of it.
